Government Contract #1: Long Term Administrative Support Contract III (LTASC III)

Program Summary:
The Department of Health and Human Services, National Institutes of Health’s (NIH) has a continuing requirement to obtain on a long-term (not temporary) basis, administrative support services across all of the National Institutes of Health (NIH) Institutes, Divisions, Centers and Offices.

Background:
NIH is subject to the terms of the Federal Activities Inventory Reform (FAIR) Act. Under the provisions of the FAIR Act, the agency must undergo a “Competitive Sourcing” process which simply describes a systematic effort to have all commercial activities in the Federal Government periodically go through a process of competition.

In NIH’s negotiations with HHS and the Office of Management and Budget (OMB) regarding the competitive sourcing process, a number of administrative support positions were identified to be transitioned from government full time equivalent (FTE) to long-term contract as the positions are vacated by the current Federal employees. In addition to the positions to be filled as a result of the FAIR Act, NIH requires a vehicle to obtain other long-term administrative support services that are not inherently governmental. This acquisition is to obtain commercially provided administrative services on a long-term basis (i.e., from date of Task Order award through the performance period of the award resulting from this solicitation) across all of the NIH ICs and Offices for positions affected by the FAIR Act and for additional positions that are not inherently governmental.

Government Contract #2: Worldwide Protective Services III (WPS III)

Program Summary:
The U.S. Department of State, Bureau of Diplomatic Security has a continuing requirement to secure best-in-class and on-time delivery of those Contractor-provided resources and services DS/OPO/WPS deems necessary to meet DS’ global security and protective responsibilities.

Requirements:
The Contractor shall put into operation the total work effort needed to satisfy the operational and technical requirements of the contract and resulting TOs. This work effort includes, but is not limited to, the following:

• Ensuring the safety and security of the Department’s property and employees and their household members as well as any DS/RSO-designated US and foreign government dignitaries, diplomats, officials, employees, and other individuals in the US and overseas
• Furnishing fully trained and qualified candidates/personnel who qualify for a national security clearance granted by the Department, as required
• Ensuring required staffing levels are met with DS/OPO/WPS-approved Contractor personnel in accordance with the timeframe(s) established in the applicable TO
• Ensuring that DS/OPO/WPS-approved personnel are available to prevent any disruption in service during adverse events (e.g., labor disputes, civil unrest, acts of nature, attacks, etc.)
• Establishing internal policies, procedures, and processes for use by Contractor personnel, in accordance with US and host nation laws, Federal or Department regulations and policies, and DS/RSO and Post directives, orders, and instructions
• Providing quality program management oversight and assurance
• Establishing well-defined and understood lines of authority, responsibility, and accountability for Contractor operations
• Providing quality program management oversight and assurance
• Performing all examinations, inspections, and tests necessary to determine whether the items, materials, or services to be offered for acceptance by the Government conform to contract requirements. The Government has the right to perform inspections where such inspections are deemed necessary to assure that supplies and services conform to prescribed requirements
• Delivering timely, complete, and accurate reports to the Government per the requirements in this contract and the resulting TO(s). Report submissions are required to be uploaded to any technical databases identified and provided by DS/OPO/WPS, and may fulfill and/or supplement the method of submission for the deliverable report as directed by the identified section requiring the reporting in this contract
• Accomplishing the required work either in an independent manner or in cooperation with the Government, Government-furnished Contractor resources, and other US and host nation agencies

Requirements:
This IDIQ contract will provide worldwide coverage for integrated IT requirements and technical support services to the Government to address the evolving needs vital to the security of the United States. The Chief information Office (CIO) within the Defense Intelligence Agency (DIA) intends, through this procurement, to increase the number of contractors and resources available to provide required services. This IDIQ contract is intended to streamline the procurement process for delivering infrastructure related services currently funded through the Enhanced Solutions for the Information Technology Enterprise (E-SITE) contract and other DIA contact vehicles.
